A day or two after the vote, Farage and others backtracked on the promise. They cold not have negotiated with the government (namely, mostly themselves) in those two days. So why did Leave and not the government backtrack?

"Promise" and "suggest" have entirely different meanings. They never backtracked on their suggestion and they never made this fictitious promise.

Even aside from the lie about funding the NHS with it, the £350m figure itself was bullshit, leaving the EU won't give us that amount to spend on what we want.

No, it's like you promising to buy everyone tickets to go watch United, and then after everyone arrives saying you didn't actually mean you were going to pay, and that they'd have to buy their own tickets. Oh except tickets now cost £3,000 and while you're all away a team of Scousers have just burned everyones houses down.
