Fati in fm 24 still has 185 ability which potentially puts him well ahead of Rashford and on par with someone like Salah or Musiala. Obviously that's meaningless but he had or has crazy potential. The Brighton loan was a disaster for him. He looks to be finished at the very top level if Barca don't want him and he can't make it at Brighton. Maybe in an easier league and build himself back up slowly.

Whereas atleast the Premier league clubs, Athletico Madrid (sometimes) and PSG and Saudi clubs, the typical clubs which pay good money are not interested.

Have you looked at their recent financial position? They are selling their vip boxes, future revenue and their mother if possible to raise some cash.
While spending 60M on Olmo. None of this makes sense, agreed, but they're certainly not adverse to spending money

If we sell Garnacho and we dont immediately replace him, this club is fecked.

In Italy there is a max of registering two non-EU players per season, and as you say they've already bought Scott and Gilmour, so they couldn't sign him this season

No idea, maybe wrong. Garnacho had the option of playing for Spain though so maybe that?

He was born in Spain so maybe has dual nationality, assume that's the loophole as no-one's mentioned that they couldn't sign him

But that’s the crux of the issue. Rashford is on such large wages and the club are in such a tricky financial position in terms of rebuilding the squad that much of the power lies with Rashford, whether you like it or not. If buying clubs aren’t willing or able to match a player’s wage expectations, the selling club is left with a tough choice. Keep an unhappy player on huge wages who isn’t contributing, till he runs down his contract and leaves for free, or try and recover some of their losses. Especially with the financial situation we’re in at the moment, if getting all of his wages off the books isn't possible then getting half of his wages off the books may still make financial sense if it allows the club to bring in a different player on lower wages who will contribute more.
