It's a classic Mafia move, some people are tough enough to look after themselves and accept what is coming to them. They become more reluctant when their family is at risk. Trump can't go after Cohen's children, likely because he has nothing on them and it's all too high profile to send the heavies in to give them a scare. He's leaning on Cohen's father in law in the hope that Cohen's wife will plead with him to keep him out of it.
