He's setting up a public narrative for the GOP congress to revisit a Constitutional amendment against flag burning, which narrowly missed passage in 2006.
The 1st Amendment is going to be under serious threat over the next few years.
We already have an amendment that covers it, something about Free Speech in the first amendment. Now myself I am not a big fan of flag burning, the US flag or any others, but I don't feel that means that it should be banned or have punishment attached to it (ie fines, jail time, etc).
