Unless he has something up his sleeve between now and Thursday, its going to be hard for them to get it passed. The Senators are going to get absolutely battered when they go home, so the likes of Collins, Murkowski, Johnson, Heller et al are not going to be any more likely to vote yes when they come back.
This also more or less stalls the entire Trump agenda
