This isn't European player of the year, it's the UEFA best player in the CL campaign of that year.
The African award is probably ethnicity-oriented. The European award is location-oriented, as in you have to play in Europe.

There was actually a similar award for the best player in African CL but it was scrapped 1 or 2 years ago. You don't get European players to play in Africa to win it though anyway, the opposite actually happens.
The foreign players in African teams are usually from other African countries as well. There're very few Latins players but almost all of them are trash.

He use to be very likeable and I genuinely found it hard to dislike him. Now his level of blatant cheating is disgusting! So feck him, if he cheats to get a league winning penalty we’d be up in arms.

Anyway, all is well in the world of Liverpool fans again, as Salah has recovered sufficiently from this brutal assault to equalise for the Premier League leaders very early in the second half.--
