To be fair, Manchester City started their business this month and got two transfers over the line with a third on the way. It helps that they paid large enough sums of money to satisfy the selling clubs, which United seem unwilling to do with their targets at this time.

youd imagine that the ballpark figures were agreed a while ago. figures that both sides are comfortable with. so many times weve seen that law balling teams towards the end of a window doesnt work when they are reluctant sellers.

Not necessarily. City paid the asking price for Khusanov and didn't try to lowball Lens for him. They tried to lowball Palmeiras for Vitor Reis and got a ~€5m discount according to the City sources. They also had to accept a €5m discount for Omar Marmoush even though they paid a large fee for him (€75m + €5m in bonuses). The difference between City and United is that City can spend more to seal the deal whilst United can't unless they let go of a player or two.

It's a bit different when they are on a low wage. Regardless, I just made a sweeping statement about how it would be straightforward to pay him significantly more than Benfica currently do.
