That's my thinking too. Our best global chance of containing this would have been through US and Chinese cooperation. Of course the US side could actually be represented multi-laterally as the WHO or US + EU + OEA, etc. But let's not kid ourselves, the US has always done the heavy lifting when it comes to these things because it is more capable of being outwards looking than the EU, and the already "global posture" it has due to its post WW2 foreign policy.
Now all I said was chance, maybe it would have been for naught anyway. But in the world of just 4-10 years ago there would always be the chance that the reports in December that were already circulating in US intelligence would have motivated them to lean in and offer to work with China substantially to investigate the emerging virus further and work earlier containment plans. All not under the cloud of a twitter-led trade war.
The "America first" policy continues to be the dumbest and most self-destructive move possible. The global engagement of the US was always to its own benefit, hence why some many others around the world complained about it. US usually got to heavily influence global policy, offering some benefit to other countries, but also tilting the scales in their favor. The one potential benefit of America first which would be reduced military spending, they're actually doing the reverse. Just unbelievable.
Also they're now trying to throw blame at China, but that yields you absolutely nothing. The supposed moral high ground is worthless compared to the death and destruction this has brought on. You also can't extract any actual compensation from China because we're talking about the 2nd most powerful country in the world, not Belize. This is the sort of situation you need to be very realistic in, and you end up having to work with regimes that can be undesirable or even long-term antagonistic.
