Yeah it's hard to say. Some rumour that it was to deter unauthorized or inappropriate crossings but that's what our border agencies are for.
With Trump it's likely just for show and his own ego, he'd love to deploy the military on US soil so he can feel like a big man. He's been trying since he was inaugurated.
His long term play here is to stoke fear, blaming this on China and in conjunction claiming it wouldn’t have been so bad if we had better border security, finished his wall, etc.
The economy will likely crater, so he has to use fear as though he’s a wartime president that needs to be reelected for security reasons.
You are right. Biden could very well lose to him this time. Biden will win if he takes Bernie as his VP. But Biden would have beaten him last time if he had run instead of Hillary.
