DoD initially refused to deploy troops as they claimed the migrants were not a clear and present danger to the US. DoD later agreed to deploy troops in logistics and support roles not forward deployed lines. It was a clear political ploy to whip up the GOP voters.
You just have to look at pictures of the people in the caravan to realize they are not a danger to anyone.
