She said it again in front of Trump. Basically just a way to usurp the media narrative that she has higher office aspirations before it could ever take flight.
Bolton and Pompeo are much more hands on than Tillerson and McMaster, which probably reduced her role significantly in recent months.

You could also read something into "As a strong supporter of term limits, I have long believed that rotation in office benefits the public" hint hint nudge nudge.
I think her team must have calculated that the 2018-2020 cycle would be bad for Republicans. She will stay out of that and possibly the fall out from Trump losing the presidency in 2020. Make money in private sector in mean time and then swoop in back into politics to consider a run in 2024.
