Well (as an English teacher and proofreader), I would look at it as a compound noun, and then the first noun functions as an adjective and is therefore never plural. Attorney Generals makes sense to me from my teacher-y point of view for that reason.

AG's is acceptable for readability (despite it being wrong) as it's read as letters and not words. Attorneys-General here in long form.
