Not by the sounds of it.

I remember reading R* saying that they imagined the city evolving - buildings under construction would be finished, new construction would start up, etc and I thought that sounded really cool. Am not sure how much work that would be to incorporate things like that - but even regular small changes would make the world feel fresher and more alive.

I believed the 'opening soon' sign at the casino - I still think that they planned to open it, but ran into issues (be they around the online gambling side, given that you can buy currency and then gamble it - no idea if that makes a difference legally).

You're on to something there I think. Probably illegal considering people can buy in-game currency with cash.
