I'd imagine that this situation is something of a legal minefield, as it's going to be really difficult to arrange payment of de Jongs "back pay" owed by Barca because they are struggling with cash flow right now (and want to spend on transfers) and it will also be a tricky situation to pay this at some point down the road - I'm sure another club sending money to a player who plays for another club might be misinterpreted as potential bribery if they don't follow the normal rules.
I know it used to be the case that the English FA acted as a "clearing house" to process such payments in the past, so everything was kept above board. (Eg payments around a certain Ballotelli went on for YEARS!) However I'd imagine getting Barca to commit to a definite series of fixed payments would be quite difficult at the moment. I suspect they want to sound out all their options , get their prices fixed and only then will they be able to agree a payment plan with EdJ.
This has the added benefit from Barca's point of view that as the saga drags on maybe another party will be interested, or United get frustrated and offer more cash to speed things up.
It's frustrating that EdJ won't be around for much of preseason (I think this will literally go down to the wire unless we force the issue) but at least he knows Erik's system so he just needs to get used to where his midfield partners tend to go so he should be quick to integrate into the system.
