I think Chelsea are waiting for the green light from Frenkie's camp. If they get that, the bid goes in and it's a done deal. Thus far though, the problem is the players reluctance to even entertain offers. (including offers from Barca for wage reductions) He pretty much knows the cards are in his hands at this point.
