It's more complicated than either signing players the manager wants or not. The question is how often the player they get is the first, second, third, or fourth choice. Because technically those would all be players the manager wanted if they are on the agreed list of potential targets.
In VDB's case I have zero doubt that Ole agreed to the signing and even helped convince VDB to come, because they've both outright told us that was the case. But that could still mean VDB was only fourth choice in Ole's eyes, was signed because that was better than not strengthening that position at all and that lukewarm view of him carried over into his then limited opportunities. Which would be an echo of LVG's complaints of not getting his preferred picks too.
A question for the new manager to ask beyond "do I have final say?" would be "how does the club decide when a first choice pick isn't viable and we need to move on to lesser options?".
