The letter goes on to highlight three issues. The first is that City consider the proposed amendments are also ‘unlawful’ because they would introduce a retrospective exemption for shareholder loans from December 2021 until the new rules come into effect.

‘This exemption is one of the very things that was found to be illegal in the recent arbitration,’ Cliff writes. ‘It is not lawful to re-introduce it into the rules.’

The City executive also says that the proposal does not strike the right balance as it allows certain clubs to benefit from shareholder loans, and also claims addressing that issue is unfair because the clubs who took them did not know that the exemption was unlawful.

His final point is that the Premier League is rushing its consultation and that it is ‘essential’ to have the tribunal’s verdict before any next steps. ‘One very possible outcome,’ he says, ‘is that the tribunal will declare that all of the APT Rules are void and always have been. How can the clubs meaningfully discuss amendments to rules without knowing if those very rules even exist?’

I’m confused.

Regarding the exemption, obviously Cliff could very well be right that it’s unlawful to introduce a retrospective exemption until the new rules come into effect.

But i don’t really understand the second point about not knowing that the exemption was unlawful. I mean, these are rules clubs voted for/against. The majority voted for the APT. Newcastle voted against, Manchester City abstained from voting. The vast majority of the league already thought the right balance was found and they were happy with the suggestions. For the majority of the clubs, it’s how they want the league to be run.

Also, why would it be a very possible outcome that the tribunal declare that all of the APT rules are void when they’ve essentially concluded the opposite? Why would the whole thing be declared void on the basis of that exemptions of shareholder loans was unlawful

Course the short sighted clubs with hugely rich owners want to change the rules.

Yeah let’s just make the premier league ‘who has the richest owner’, because that’s going to make it easier for clubs to grow (spoiler it means you have to win the lottery to go anywhere).

Wolves and Everton getting back in line is funny though, they've had enough going against them.

I'm not holding my breath on any significant punishment for them. The media narrative will make people believe a historic punishment had taken place but the reality is it will be blip. If they get charged this season, they'll get deducted like 20 Points and the spin will be "City Deducted Points, which costs them historic 6th Title in a Row and (possibly) No European Football". If it's delayed until next season they'll get deducted 40 Points, which they'll spin as "City Given Record Breaking 40 Point Deduction" which they'll still avoid relegation because of the quality they have. Sure they'll miss out on Europe and not be able to win the league but it's a small price to pay for what they have done.

Something like this and a transfer ban a la Chelsea but it’ll be pointless as the horse has already bolted. What most fans want is city stripped of their titles but that isn’t ever going to happen

Agree. First thing I thought when it was announced, Pep must be convinced there’s no relegation on the cards.
It feels hard to believe a relegation is coming, but there's bound to be enough of a points deduction to stop them winning it the next couple of seasons.

Didn't he jump ship at both Barca and Bayern as reports of scandals started to come out?

Moreso at Barca, which covered blood-doping and bribing refs, if I recall correctly.

I've said this before. He walked away from Barca, walked away from Bayern. But has spent 9 years at City.

I think it's combination of him having left himself nowhere else to go because he left Barca too soon and City have him by the balls.
 
Not sure why people think the Pep extension means anything, it’s not like he won’t have been able to agree with them that he can leave whenever he wants. He’s a bargaining chip for them, a big name in football regardless of his dodgey past and he’s literally got nowhere else to go until he decides PSG are stacked enough for him.

The most logical reason behind pep signing a new deal is that he knows City are going to be rightfully relegated and he wants to prove he can achieve something with them that is actually their level, a playoff push in the championship perhaps.

Pep is no fool, he knows as well as the rest of us do that every single thing city have ever “won*” essentially doesn’t count because it was achieved through financial doping and cheating.

They’re paying him phenomenally once his tenure ends. They paid Mancini double with a sham role at an AD club 15 years ago - having Pep as the face of their state is worth the billion he’s apparently been pledged.

It’s not about having dirt on him, more they’re willing to compensate him astronomically for staying through the relegation(s). There’s plenty that could be revealed about him, but City’s owners are certainly not the kind of people to blackmail or discredit someone who’s done a lot for them - well paid or not.

I won’t say much about Pep’s private life, beyond City is his and cheeky Txiki’s Brokeback Mountain.
