€40m are a hefty price tag for Fabregas compared to Kroos for €25m.
As far as I know (guesswork, as always with contractual stuff) the pay cut people talked about was that he agreed to lower wages than Barcelona had initially proposed to help the deal go through. Not sure whether he's on more or less than he was at Arsenal, though.

This transfer will depend on Arsenal, if they want him then I don't us getting him but if they're not interested then we'll be in with a good shot. That is if we're even interested in him.
I don't see arsenal as an issue here - they have no room for him. Ramsey, wilshere, cazorla, ozil, arteta, flamini, rosicky.....the romantics might think it makes sense but practically its a no go.
Everyone responded in disbelief that Kroos could be available for £20m though to be fair. I still don't believe the figure would be that low if he were to move.
