It was mentioned in some tweet that he and his team wanted him to develop as a CM whereas Arsenal wanted him to continue developing as a CB and that’s one of, if not THE reason that he wanted to go.
From the clips I’ve seen I’d probably agree with the latter.

If your assessment is correct (better CB than CM), I wonder what our plan is.

Maybe it was more because Arsenal don't have many no.6's while they have Gabriel at LCB. At United he could play two-three positions (LCB, CCB, CM) and has less competition if Lindelof leaves the club (because there are three CB options and we never know with injuries). Also, he's a different profile to Martinez and at the same time his team could've seen that the CBs at United are allowed to push up high, so tactically he might have been tempted by that.
 
It’s obvious we’re prioritising athleticism and physicality with our young signings which is a gold sign as it’s a massive issue. Kone last season and Heaven and Dorgu this one.

He’s got minutes for Arsenal in the league cup this season so hopefully isn’t that far away.
