They can both declare victory, you'd assume. The margin of error is so small, that a recount would be needed.

In general, I care less what presidents say and more about what legislation / executive orders they'll push. Obama talked a lot of pro-immigrant rhetoric but his policies were much worse than Bush in that regard. I could see Cruz being a decent president. Uncertain about Rubio.
