It's a bit different than a 'regular' job. He gets paid 250k per week ffs. He's challenging for the top honours every season.
You don't know what has gone on behind the scenes at the club in fairness. There can be other factors at play beyond money and trophies.

Rooney is held in far higher esteem on the continent than he is in the UK - I'm not really sure why that is, but it's definitely the case. My "proof" of this comes from having friends who live, or have lived, in Europe and they all say that Rooney has a reputation as one of the best in the game.
We only need to look as far as the Marca reports linking him to Barcelona this very summer to see that he's considered good enough to play at that level.
That's definitely true, in England he's hated by most opposition fans who begrundgily admit he's a good player but no more, and as for Utd's fan, I've rarely seen a player getting so much criticism from his own support (and I'm not aiming criticism at anyone by the way and not going into the reasons why he polarizes opinions so much), which is also due to the fact we see every single one of his games (which you don't do for a Cavani, a Messi, a Ronaldo, or even sometimes over PL teams main players) and every single touch of the ball he takes is analyzed on this forum.
When you take a step back and talk to people who see a bigger picture, not as precise as ours, he is held in high regard, seen as one of the top talents in Europe and is really the face of the Premier League abroad. And when you look back at the last ten years and his consistency overall, it's not much of a surprise.
They love him over here in France and it takes quite a lot for French people to admit anything English is any good!
As for the foreign clubs not being interested, well first of all we don't know whether that's true, there could be interest without it being in the media, and there's also the circumstances of this summer that come into play, a lot of the clubs that could afford him have either already made their big money moves of the summer, or don't need him in that position. PSG, Monaco, Real, Barça, Bayern fall into one or the other of those circumstances.
