He is being impeded before the ball is played and the the ball passes the vacinity of where he wasIf he is getting nowhere near the ball it hasnt affected the play and therefore should be treated as an off the ball incident so no pen.

I thought it looked a definite pen in real time and Madueke’s tumble didn’t look easy to fake. Dalot also looked very guilty. I think slow-motion is deceiving us again.
