oh right I was under the impression players can sign contracts but clubs can't exchange funds.For him to sign a contract, the clubs must've already had a transfer worked out. You can tap a player up, like everyone is doing now, but signing a contract without the permission of the club is still a no go. If Costa already signed a contract, Atletico already agreed to a fee.

I personally think it is important to get 1 or 2 in before the world cup for a few reasons.
1. Relieve some pressure on bringing all the players in a short time after the world cup
2. Give other potential signings an indication of what we are trying to do
3. A signal of intent to everybody
