It's not the ban list. It's because the World Cup started at around the same time that it was implemented. Not much deals will go through with the majority of the best players in the world being in Brazil.

They're owned by the Volkswagen group, so I'm assuming yes. They've also bought decently in the last year or so. Gustavo, De Bruyne and now this deal if the news is indeed true.
They have a fair mountain of cash, they're expected to challenge for a top 3 place next season. Didn't think of Olic on the left, seems a bit of a waste given his goal scoring last season, but he is in his mid 30's I suppose.
Great deal for Wolfsburg must say.
