The latter. Rojo is a signing in a much-needed position, but I'll be buggered if I know if he's the solution or will be any good. We know there are other problem areas and there's concern they won't be addressed.
I guess it's a mix of both? Everyone really wants to see signings they think will get us back competing seriously again and Rojo isn't really that (decent addition though he may be).
Plus everyone kind of knew this deal was done anyway, didn't they?
Smalling or Evans will be as well, the other will be third choice centre back (assuming we've reverted back to 4 at the back), Jones might be in the team if he ever nails down a position. Would imagine Herrera and Januzaj will still be around as well.
I'm not sure, he's such a gifted player but I just feel that van Gaal (at Bayern, AZ etc...) doesn't always use pure #10's in his recent years. I just feel like he'd prefer a #8 and a player to play that role with more intensity and tenacity. I could be wrong however.

Can't believe I forgot Januzaj, my apologies. Ander too, really slipped my mind. I'm a big fan of a Smalling and I do rate Evans, I just hope at least one of them can solidify a place without getting injured too much, I do feel we may dump one or the other because they're so long on the treatment table, or they'll both just languish as squad players.
The issue I have with Jones is his seeming inability to read trouble. He's always a last ditch tackle merchant and when that doesn't come off, it's a pen or a goal.

Yeah I agree, I rate him below the aforementioned cb's for this reason too - he's very typically 'English' in his defending. But we are rambling off-topic a little here now.

I agree with the latter half of your post. I think most people are completely jaded with our transfer activities and the time for - "Watch this space" - and what now is over. Time for some quick signings a la Chelsea.
