The reasoning is that the Deep State is concocting...er...trumped up charges, and laying "perjury traps" so any innocent mistake he makes when speaking to them becomes grounds for prosecution. Of course this is all designed to cover up and absolve decades of them knowingly breaking the law.

He was definitely involved as per the headline above. IMO the reason Rudy has disappeared from the spotlight over the past year is because he was deeply involved in all of it. He was almost surely using his back channels into the FBI to get information about Hillary related investigative matters. And if he knew about the Russia having emails about Hillary issue, then its likely he was somehow involved with the Trump/Assange connection.

"Target" means "about to be indicted." Prosecutors can arbitrarily refuse to name someone a "target" until they decide to submit indictments to the grand jury. There's also debate about whether a sitting President can technically be indicted.
Trump not being a "target" is basically meaningless at this point in time.

Interesting read. It was clear from each of the interactions that Trump was obsessed with the Russia investigation and all things related to Flynn.
