It certainly does given how it's pretty much official that what scuppered the Griezmann transfer deal was Athletico's transfer ban.
I love this transfer window. There is a clear sign that apart from Griezmann the press has no clue about who we will sign, which makes it extremely exciting. 
Why has the Fabinho talk cooled down?
Probably because impatient people think we should have signed him by now, if we were interested.
I doubt there's a "bidding war" but if we're both interested in signing Hammez, we should hold back from buying Perisic until this deal is concluded.
If Inter get Hammez then they'll need to offload Perisic to comply with FFP rules and we can buy him cheaper. If we get Perisic first we are giving Inter the funds to drive up the Hammez price.
