I believe it's more he is annoyed at the board/club for failing to secure his targets which means he wants to leave.

I'm not sure thats enough to take such a view, although I'm not even saying he is going to be a superstar, but I would say you should probably watch him more than only a few times.
His movement in and around the box is special for someone his age, he also very strong with his back to goal and is able to fight with the CBs, thats also unusual for his age too.

It's not. A younger player has more contracts ahead of him and will expect a pay rise with every new contract. If you start of with giving a really young player this kind of money the costs could easily spiral out control.
