I don't even understand how. This is exactly why PL teams are fleeced in the European market and why clubs set crazy evaluations for their players. (See Antony for 80m)
I've not paid attention to Everton much but is he really that good? From what I've heard, even £40m would probably be overpaying for him.

People are struggling to understand this is the market now. A good young players at any top league in general is 50m minimum. This is why we should take the risk with young players from lower leagues.
