Phillips excels at a couple of elements; playing out from the back, protecting the area in front of the CBs(plays there himself sometimes) and passing. Basically what would be the requirement for a CDM.
I would think we'll upgrade on whoever is last in the pecking order and push Maguire down that order.

My point is that we are paying top dollar for someone who isn't top quality.
I would rather see the club sign Bissaka and with his defensive capabilities and pace place him in central defence with lindelof over signing Maguire for 80-90 million.

I understand we have to buy a central defender, but why does it HAVE to be Maguire? For a few million more we could probably get Marquinhos or Varane. If we spend 80m on Maguire, that would be a vast majority of around transfer budget gone on a player who is only marginally better than Chris Smalling. What are our scouts doing? Seriously. There are at least 10 better central defenders we could buy right now for less than 50m and we don't seem interested. Hell, even Tarkowski who will be Maguire's replacement is a better option!
