Although a little more frequent in Germany than England its hardly the norm.They just got Lewandowski on free and they lost Ballack on free in the past having signed him on a free as well. German teams seem to have this tendency to hold on to their best players even if it means losing out on a large fee. That said Kroos isn't really essential to Bayern and they could get by without him next season - unlike Dortmund without Lewandowski or Leverkusen without Ballack.
Since they are not desperate for money they may think keeping him for another year may be worthwhile if he ends up staying and signing a new deal. Unless we really offer a very high sum for a player who is one year away from walking for free.
