Using FDR won't wash, the 22nd Amendment was brought in specifica,lly to ensure that couldn't happen again, Congress passed it in 1947 and the States ratified it in 1951 it's actually very short, I don't see how the SC could interpret it any other way than as written, so a new amendment would be needed and that's never happening
