Yeah McConnell knew it was always going to be a loss. Firstly because it’s clearly defined in the constitution that Congress holds the purse strings so it would more than likely lose in court.
Secondly because if it somehow held up in court, it would set a precedent McConnell would hate. Imagine the next President is a Democrat and pulled the same stunt to raise emergency funds to research the safest election equipment and install it across every state while also funding a national public holiday so everyone can always get out and vote and funding transport so there is no obstacles.
