The list you quoted averages out your points per player. Gives you an idea of how good your first team is in comparison to others around you. 89 rated + only count. It's like the reverse of the youth table.

@LitterBug A cap on the number of players teams are allowed to loan out is about the only way I can think of balancing the situation. All of the promising, highly rated youngsters are obviously owned by the more established sides -- yet if they're 88 or below, they're often loaned out. Some teams have an insane amount of players loaned out, and it benefits lower division sides in the short term, because they get a player that they need, but they have no chance of actually buying that player if his rating rises.

It means that the big teams still get the best picks but the smaller teams could, in theory, pick up some of the players currently hoarded.

It has been a complaint by a number of people in the past that they can't loan their players out, and with the gameworld getting fuller, the concern is even more valid as there are a smaller number of AI controlled clubs to loan players to. You hold on to players till they are not promising enough or someone better comes along and then you release them.
