It's nothing to do with that, Rosberg is on a different strategy and holding up Hamilton just handed Lotus valuable points. At this point the race is Vettel's anyway but that was typical Mercedes incompetance in a tight race.
Rosberg on a different strategy should have just moved over and held up Kimi. However i think Malaysia came into play a little for Rosberg there.
I hope the FIA throw the book at RBR for that, it's a nightmare scenario for leaving the pits without securely attaching a tyre. Imagine if that was heading towards the crowd? Very dangerous.

Grosjean has got the speed but I reckon they will let Kimi overtake him.I reckon Grosjean will do this, track has moved towards Lotus, Mercedes are terrible in hot temperatures.

Doesn't matter. It was his car and his team's stupidity that resulted in a camera man being hit in the back by a fecking flying tyre!
Short of driving back out of the pit lane the wrong way I'm not really sure what more you can do to endanger everyone's safety.
