There was a rumour that his initial application was rejected (applied under different grounds?) and this was a new application. Would make sense as the positive test was after the deadline and given he arrived so much later than everyone else.

Whether they did that because they didn't hear the advice or they heard it and decided that no one would actually send him away - I don't know.
