If Suarez leaves Liverpool for Arsenal, I hope he scores a tonne of goals. Arsenal aren't going to win the league anytime soon and we'll also get to see an implosion of biblical proportions on RAWK. It'll be priceless.

Sounds like it's tantamount to a release clause without actually being one. Clearly once it gets to that stage, if the player says "yes please" it's game over for the selling club, no?

I asked this question a week or two ago and no one really knows. The way the Mirror (I think) described it it only allows the bidding club to talk to him. There's no obligation on Liverpool to sell.
