While there's some truth in that, the bias is as nothing compared to RAWK's. And if that's a generalisation, then here's my individual POV on one aspect of the Caf's supposed bias: I don't doubt that Rafa Benitez is a good man, and certainly friendly enough outside of football management. Further, I've no doubt about his affinity with LFC and Liverpudlian people. Also, I admire his support of the Hillsborough victims' families and general cause. Despite all this, I feel he often played fans for fools by tacking-on his own 'cause' to that of the supporters', and became more and more wrapped up in his own personal drama as time went by. This is unforgivable, not matter what duress he was under. There are sound reasons why he's not employed by a major club, there are sound reasons why he's not too popular with other managers; and these reasons have little to do with xenophobia or press bias, let alone anti-Liverpool sentiment.
