I've just spent the last ten minutes watching some pokemon episode/movie because of that. No idea what all the pokemon are; a serious lack of squirtle and charizard.

I think you could teach it surf in Stadium so you'd have to transfer it over then transfer it back. Had a mate who's Dugtrio learnt fly the same way.

There's no way of getting it purely "on cart", only by getting a Pikachu from Stadium with surf(or sending and returning starter Pikachu), or event Pikachus.

Aye, they always made some things a proper hassle to get, like Jirachi was, originally having to get that Pokemon Channel game. Especially annoying as Jirachi contained a bug-fix patch for Ruby/Sapphire.
