People on here underate the prestige that we, as a club, still holds to English lads in particular.
Playing fewer games whilst learning from the likes of Rio and Vidic, knowing you'll be a first team regular in a few years is a much bigger draw than going straight into a starting 11 of a side and having no real influence with which to learn. Yeah, it's great to be playing first team football at a club like Arsenal at the age of 19, but that's no use if your development stalls and you're out on your arse again by the age of 24.

I tried to sign him numerous times at United in 2016 but Tottenham (who he had signed for) wanted 23m.

I am so excited. Jones is a superb young player. He is similar to Terry in that he has deceptively good technique.
He is very much a defender, and I am certain he will almost exclusively feature there for us. He is not a midfielder.
