I suspect that we'll find some numbers in French media but for the time being, I found the fee only in Matthias' tweet.As written above, we can assume that there are a couple of bonus payments in store, and I would also reckon a high percentage to Rennes of his future transfer fee to an elite club.
Edit: I don't know if it played a role for the relatively low fee but remember, Rennes is owned by the guy who owns Puma and Puma is on Dortmund's board.

They are illegal in France, so no. There is a rumor that he had a 5m clause though.
Mkhitaryan and Dembélé are unrelated. Not saying that Miki stays but the intention was always to get Dembélé.

I did! I actually said we would refuse to buy him if he costs 25m or more.
German media still tends toward him extending and the appear sure that he's at the very least going to fulfill his contract. I'd be surprised if Dortmund see dembele as an immediate starter, since he still seems a bit raw and the leap from a french midtable team to the German number two is probably quite a big one.

Are there serious rumours about Miki leaving? I haven't seen any, but then again, I don't follow Dortmund's transfer gossip as close as you - still, all I see in the German media is rumours about him extending his contract.
That is one phenomenal purchase from Dortmund. Could easily be signing of the summer.

There are all kinds of rumors and it's difficult to say what's factually correct. Bear in mind his agent is Signore Raiola ...
The rumors about Juventus, Chelsea or Arsenal come from sources which are not exactly reliable. I have no doubt that Mkhitaryan isn't driven by money but by what he considers the best package, including Champions League football on one hand and playing at a club where the style would suit his strengths on another hand - and where he has the chance of winning a trophy. That's why I think he would consider moving elsewhere but not playing for Klopp again or anyone with a similar style; that's just my impression though.
Rumors which appear to be true is that he considers extending if he gets a buy out clause which currently no player has and our CEO and DoF are keen to not re-introduce. I wouldn't be surprised if he refuses to extend now, stays for another season and decides in spring 2017 if he stays further or leaves.

Mkhitaryans decision, wheter he extends his contract or not, will be announced before the DFB-Pokalfinale. Has nothing to do with Dembele i guess, but in case of Mkhitaryan leaving i can see BVB going for the guy he was the replacement for, Götze.
This attacking side would look really scary:

There is even the slight possibility of extending the contract of Mkhitaryan and still buy Götze. That would probably mean that Kagawa has to leave though.
But Dortmund needs a topclass CM replacement for Hummels and probably a replacement for Gündogan. I don't think Götze would be a replacement for Gündogan.
Brilliant signing by Dortmund is all I can say.
