It seems like Dembele wants to go so that gives Barca some leverage in negotiations.

35.So many young players are over-hyped, but from what I've seen, I don't see how this kids game doesn't fit into any team in any league he wants.
If Mbappe is worth 150m then Dembele is worth over 100m.

Which is why Barcelona refused to sell Neymar, without that clause he is still a Barcelona player or PSG has to pay more. And you have to take into account Dortmund's situation, Dembélé might be a prospect but his club won't be able to replace him with 70m, they won't even replace him with 100m.
Why sell him for some silly 70 mil now when 1) if he replicates his season for say, a season or two, he'll go easily for 150 given the inflation + Neymar's/Mbappe's fee as a point of reference 2) Barcelona already have a 'we have 222 mil spare' sign over their heads and everybody and their dog knows that they have to replace Neymar with somebody. Plus as you say, they'd have to rely on their magic scouting again to pull out some gem that would still take time to settle in, etc. It's just not worth the hassle for such a low amount.
Dortmund won't sell until Bayern comes in. Dembele is going to Bayern to replace either Robben or Ribery.
Exactly, Barcelona should simply go after Baldé and Séri. The former won't cost too much because he is in the last year of his contract and the latter has a 40m agreement with Nice, though I don't know what type of breaking Baldé had with Barcelona.

If they kept their squad they'd be challenging Bayern easily, but it's not how they operate. They have Mor, Pulisic, Gotze who can play in that role already. Like Monaco they have an excellent scouting network and are decisive when it comes to signing players. Pulisic is already showing great promise, they may admittedly sell Mor to Inter and Gotze was supposed to be the next big thing a few years ago.
