City definitely need a centre back as much as we do unless Mangala becomes top drawer next season.
As for Otamendi, I've not seen him that often but whenever I have he's looked a beast defensively. It wouldn't address our need for a ball playing defender though. That's a bit of a concern. Someone alongside who can comfortably bring the ball out of defence and almost provide an additional midfielder would be ideal. That's probably why we wanted Ramos.
If we really believed we could get Ramos, it wasn't idiotic. Way better player.
Theres also been a tweet real arent interested as they believe weve got him in the bag. I think the city / chelsea reports are just speculation.
Definitely (especially City). Demichelis is their best CB and he is ancient, while Kompany has gone crap. I think that for the next 2 years they have to sign 2CB (unless Mangala transforms himself from crap to great).

And how much worse is Otamendi, really? Marginally. Less of a superstar maybe, but also less drama, less disciplinary chaos, fewer red cards, and a smaller wage. Plus two years younger.
I think it will be a huge mistake to get Ramos if we have to wait until the end of the window. I'd rather trigger the clause now and get Otamendi so our back 4 can settle a bit in training before getting real matches.
Shaw, Otamendi, Smalling and Darmian although on paper are a very good back 4 will need time to settle more so with a very likely change of goalkeeper as well.

I don't think we will not sign a center half. With the strengthening of the midfield I believe we will see more of Carrick as a ball playing Center half. This is how van Gaal likes to play. In his team that won the CL in 1995 he had Rijkard as his ball playing center half and he was not an out and out defender. At Milan he played midfield. He will use Carrick the same way Barca use Mascherano

This (CB position) is the most important signing of the summer IMO. This is the position we were the weakest.
