I'm thinking of a "partnership draft" just for fun.
This would only have 8 teams. Each team will have 2 managers, who will alternatively make the picks. There will be no communication between the managers either before or during the draft. I know this can't be enforced, but will leave it to integrity of participants.
Partners must not have teamed up in any draft matches before.
The first 2 picks (one by each manager) will be from legacy pool and rest may be open or have some broad criteria.
Also during matches all 4 playing managers will be banned from posting in thread. No write ups. One manager will come up a formation picture and that's it. Neutrals discussion only. Rinse and repeat for reinforcements.

Rules
R.1) All players named in the player list below are eligible and do not require proof of match. Any unlisted player born before 31st Dec 1939 requires a full match to be available to be eligible. Unlisted players born after on or after 1st Jan 1940 are eligible and don’t require a full match
R.2) In case of drawn matches, team with goalkeeper with higher value will win (Winning bid amount). In case of same value, a neutral panel will decide which goalkeeper is better.
R.3) Initial funds of 700m for a 13 player squad. No substitutions allowed in the match but if you progress to next round, you must play your 12th and 13th player. By Q/F round, your entire squad must be utilized.
4) 2 players per reinforcement round; 1 for final. 50m extra funds will be available per reinforcement round
Bid Process:
B.1 - Once posted, it's final. No edits / change to bids (player or value) permitted. No deletions or revoking your bids either.
B.3 - Upbids only in multiples of 10m. 10m minimum upbid. During final 3 hrs of the bid, up bids of minimum 20m only.
B.4 - Bids get finalized after 12hrs of no up-bids.
B.5 - Bid format "dd/mmm - hh:mm - Player Name - Manager Name - value" (e.g. 14/Jan - 23:14 - Marcus Rashford - Indnyc - 100m). 24h time format. GMT timezone only.
B.6 - For players in list, you can only start off with the listed bid value. If not in list minimum starting bid value is 20m.
B.7 - Total bid values cannot be higher than available funds.

I think an auction draft with a similar blocklist like Don Alfredo's will have more active bidding wars.
Names doesn't really impact the bidding process.
Usually the more active bidding wars were due to some players being a bit underrated in the past and ended up worth more than they are actually worth.

I say remove the tiers, let the market decide!
If you buy a player for say 50m you can only sell for a minimum of 60m.
If you want to sell 1 and buy 2, same logic where some of the two must be greater than the player you are selling by at least 10m
Say you brought Didi for 100m; You can sell him at any price greater than or equal to 110m
Similarly Didi (100m) = Edgar Davids (80m) + Rooney (30m)
Well once the bidding starts it is market decided anyway

I agree that it's a bit weird. I would understand 2 tiers, for example (with low estimates — like 50 and 20), so that the likes of Di Stefano won't go for absolute peanuts, but this detailed pre-trade system takes a lot of fun out of auction. You have to be able to make a few bargains/steals, which is pretty much impossible in this format.
I'm not against a limited block list: say Pele, Maradona, Di Stefano.. 10 players maximum.
We belong to the same camp: deregulated and fun auction draft.
A maximum of 5 active bids per managers would be great.
12 hours to secure a deal and make the process more long?
Decent sheep allocated to somebody who hasn't respected the financial constraints (budgets) and # of players --- a decent sheep is somebody like Thomas Meunier.

An auction draft with fixed prices would be pretty boring
Wish I had the time bud - sadly not with the little one. Happy to be involved with modding future drafts and stuff though.

@Indnyc I think tiers are good as we've seen so many times managers grabbing a GOAT in SF or Finals for base price, because opponent needs reinforcing in a different position. Also having starting bids ensures no all GOAT teams. Keep it as it is.
I agree with the others - fixed prices for all those above 50 m makes it a bit boring in terms of bidding. Maybe put lower fixed prices - thus we will have a bigger bidding wars and generally more intense process.
I wouldn't put active bid limit though. Nominations yes but not limit your active bids for the very same reason.
