It was both Kroos and Khedira who were not able or couldn't be arsed to close down the midfield. The goal happened after a pass from the central midfield with no one near to the Mexican there, allowing Kimmich to be caught out of position and leaving Boateng and Hummels on their own, and this happened many more times during the match.
