Why believe United have offered anywhere near the money being touted in the press? It could be as low as 20 Million to 40 Million (I'm guessing).
Why settle for less, if Neymar's out to be got?

If United are trying to put pressure on another target and Perisic is just a smokescreen it only helps to harden other clubs resolve and sell for a higher price.

Besides, the value of world class player isn't only determined on the field. Neymar, probably the best world player after Messi and Ronaldo drop form, has much more commercial value than those mentioned.
