The Israelis are reviewing the proposal at the moment according to reports. I wouldn't be surprised if they accept the terms if they are what they've been reported to be.
He didn't say anything about it being a softened proposal, but yes, he said that Biden would guarantee it.
Netanyahu had refused to send a delegation to the negotiations in Cairo. Still, it also doesn't make sense for the US to make this promise without consultation with Israel.

In Israel, some unnamed officials are saying that Hamas has agreed to a ceasefire proposal that was never discussed with Israel (i.e major changes submitted one-sidedly in comparison to a former proposal that apparently was discussed by the two sides and those in the middle.).
Seeing as people in Gaza are already celebrating, this looks to be a very good move by Hamas.

Okay, having seen the Proposal that Hamas "agreed to", it's a bit of a ridiculous media release to put out given Israel was never going to accept it.

According to this, US have refused to comment, the UN are not even mentioned, it was bought forward by the Egyptians and the Qatari's put their weight behind it and the Israeli's claimed it was not what was negotiated.

William Burns was in Cairo during the negotiations. Does anyone really believe Egypt would make a proposal on its own and just deliver it to Hamas?
So Hamas claim it's backed by those parties. I would wait until there is confirmation.
If US/UN come out and say it's backed by them then it shows how fecking disconnected everything is.
