It's not a huge risk for Tottenham to turn down money. Worst case scenario, he stays as a local lad/squad player on modest wages, who cost them nothing.In a way, it could make more sense for Spurs to cash in now. He might not replicate last seasons form. Its weather Spurs want to take a risk and sell him keep him hoping he only improves.
It's not like his career will take a straight path depending on what happens next year.
