After seeing the England squad Roy picked, it's fairly obvious Dalglish was so out of the loop he just followed the transfer plans Hogdson had in place.

Just a crackpot theory to be honest backed up by Roy Hogdson picking Downing, Carroll and Henderson despite all three having poor seasons with better players not picked seemed to indicate he was keen on them as players. I am sure he had them on his list of players to sign. They fit the bill of average players.
