Beheadings and murder and trying to murder children etc etc, are all worse than rape. No-one is saying that Jaime raping Cersei was worse than when he pushed Bran out of the window, or killed his cousin. Those acts were both clearly worse than the rape.
It's just the reaction to the rape, with the director and others sort of going 'well, it wasn't a rape rape' that has caused outrage. No-one denies that pushing a child out a window is wrong. No-one tried to say 'Well, he didn't really push him push him' when that happened; everyone know exactly what they had just seen. But trying to suggest that no doesn't always mean no - and Cersei might have sort of wanted it, sort of, despite saying no - is not a very good thing to do with such a popular show that is watched by so many (especially as those kind of attitudes are common in real life and affect real people). Call a spade a spade. Rape is rape.
